What is the WHCRWA Fee on Your Bill?
Mar 2, 2026Harris County Municipal Utility District No. 449 (HCMUD 449) is a member of the West Harris County Regional Water Authority (WHCRWA).
WHCRWA was created to help local water districts comply with state and regional requirements to reduce groundwater use and transition to surface water. This effort helps prevent land subsidence and ensures a reliable, long-term water supply for our area.
Because HCMUD 449 receives surface water through WHCRWA’s regional system, residents see a WHCRWA fee as a line item on their monthly water bill. This fee:
Is set by WHCRWA, not by HCMUD 449
Is based on water usage
Is passed through at cost
The funds collected help pay for the infrastructure, operations, and maintenance needed to deliver surface water to our community.
In short, HCMUD 449’s participation in WHCRWA allows the District to meet regulatory requirements, protect our region from subsidence, and provide residents with a sustainable water supply now and into the future.
